Can an app developer use old coding?

Had a developer work on an app idea i had. He doesn't have the skills to complete it. Can another developer use his coding or do i need to start from scratch?

Did you hire him to develop the app? Then you own the code.

Did he bring his own code? Then he owns the code and your new developer has to start from scratch.

The code always belongs to the person paying for it.
