Can apps misuse the camera?

Hello! I have this question about android apps and the camera function.

I have come across several articles talking about how apps can (mis)use your camera to take photos without your knowledge. For example, this article from Forbes (Your Smartphone Can Photograph You, and Share the Pictures, Without Your Knowledge - Forbes).

Is there any truth to this, can someone kindly enlighten me? I only download apps from the Google Play store. Thank you for your time.
