Can att find out if someones tethering?

I don't think they can detect that an app is installed and you are tethering. They might be detecting through data usage. Specifically, the amount of data you have used in the past and what the increase may be. It's probably more of a guess than positively knowing someone is tethering based on the amount of data being used.

On Android it will be hard to see tethering in usage unless you do something like stream on one and not the other. This is because they pull so much data by their nature. If you pay for tethering one plus is you get assigned a high bandwidth APN vs using WAP on you phone. What they did was make Google remove all the tethering apps but now even they have a workaround. They only install a shortcut with install instructions.

idk if att can tell with android but I know if you do it with a Iphone they will send you a text or email asking you to stop or they will add tetherring to your bill, so just look out to see if they seend you any thing.

My understanding is the same applies to Android devices on AT&T - they apparently *can* detect it, and notify you to stop doing it, or they'll start charging. Seems like a fair approach by AT&T IMHO.
