Can I forward text messages from my Nexus 7 tablet through my windows phone?

I have a Nokia Lumia 521 with windows 8.1. I doubt you can do this but I figured I would ask anyways. I also have a Nexus 7 2013 tablet with lollipop 5.0. Is there any way to send and receive text messages through my tablet? Perhaps via bluetooth or wifi? My tablet doesn't have a cellular plan but I was thinking I could somehow possibly "forward" the text message from my tablet to my phone to send.

Correct. Most data (not cell plan) texting services like Google Voice assign a new number. What'sApp uses your regular carrier number, but I do not know about their availabilty on tablets without cell service.
 
I use Mighty Text on my Wi-Fi only tablet - also works on my desktop and I can access old messages everywhere.
 
I also use MightyText to send SMS and MMS from my tablet via my smartphone. I've found that it works very well. There is also a Chrome extension, so it really is a complete solution. I don't know if they have a Windows app, unfortunately.
