Can I get some help with scrolling through different times in a video through streaming?

Problem scrolling through different times in a video through streaming.

Whenever I watch a video through the internet on my phone, and it is not through YouTube, I cannot use the bar at the bottom of the screen to change the time of the video. I cannot skip through parts of videos at all. I can move the bar, but it goes back as soon as I let go. It makes it hard to skip through videos I have already seen the first parts of. Downloaded videos and the YouTube app I do not have this problem. I am running Android 5.1 on an LG G4 with Verizon.

I know exactly what you're talking about as it happens to me also. It's the streaming website, it's not the phone. There's nothing you can do.
