Can I transfer files from my phone to a computer when it's turned off?

I need help. I have samsung ace plus, when I turn it on there's just black screen and it vibrates for few seconds. After that, it turns off and it repeats all the time.So is there any way to access files with an usb cable even though the phone is turned off?Thanks.
