So I am considering buying an unlocked s5 mini. I am located in the US. Can I use this unlocked phone on ATT? And will there be any restrictions?

Not to contradict the Penguin, but if it's a "world" phone, you may not get the same LTE bands. It has to be made for the US in order to get US LTE bands.

As suggested above, you need to check the networks supported. Compare that with AT&T and see what is compatible. It definitely will work, but you need to make sure all bands are supported if you want to take full advantage of the device, including 4g.
