Can it make phone calls?

or you have to have the LTE?

and if I am using a iphone can i still make calls?

I am not aware of any voice capabilities on the GN10.1 2014 Edition, so I believe the answer is no.

There are a number of good VOIP apps if you want to, but I don't think there's anything natively built in.

Yes you can, use Hangouts Dialer with a Google voice number

With 3rd party and a wifi connection you can and you can receive calls. I have done it numerous times. As Beut said Google Hangouts dialer works on a wifi connection.
