Too early to tell on RAW. Probably not if history tells us anything.

From Moto software, probably not but there are apps out there that low RAW format for newer phone models.

I'm also curious about the use of a DAC. Most DAC's for Android require a connection with a USB OTG adapter and certain apps in order to get the highest quality sound when listening to FLAC format. Would a DAC and a USB OTG adapter work with the USB C adapter?

It would. I have the Nexus 6p and you just need a USB-C to Micro USB cable and a DAC that connects via Micro USB and it works. I have been looking at doing that for a while but I haven't pulled the trigger on it.
