Can not always enable Samsung Gallery in Family Link

We are using Family Link to control kids phone. We set 0 min Daily limit to disable hundreds of apps and games during school days and only give bonus time after the school. However we want some work apps to be always enabled. It looks like we enabled them, but when she tries to enter Samsung Gallery or attach a file to an email via Gmail, she get's an error that her app time is up. Samsung Gallery is always enabled in Family link.
What are we missing?

It looks like Family Link might still be counting some apps towards the daily limit, even if you set them as always enabled. Try checking the app settings again in Family Link, especially for apps like Samsung Gallery and Gmail, to make sure they’re fully excluded. You might also want to look into any background or system apps that could be causing the issue.

I tried, but I cant find any system app that is not always allowed that could limit the Samsung Gallery. The same happens in friend's family. It looks like a bug.
