Can Not Download Attachments Using Microsoft Exchange

For the last two weeks I have been trying to download attachments from my Microsoft Outlook Exchange email account using my phone. I can not download any type of file. No excel, word, jpg., or any other type of attachments. I have tried also sending attachments to my regular hotmail account to see if there was some type of setting wrong on my email address from work, however, I am not able to download files from hotmail either on my phone.
I did a total restore on my phone thinking that might help the issue and nothing was resolved.
I am using Verizon service. I work in a very small office and the other two people there are able to get their attachments ok so I do not believe it is an issue with our main email system at work.
Any ideas or help would be appreciated.

Just making sure: do you have email set to download all attachments and all attachment sizes? I'm using a note 5 but this part Below should be the same for you
