Can the Clear All button in the notifications drop-down be removed or disabled?

[AC Question]

I prefer to swipe my notifications one at a time to clear them because I want to hold some as reminders for later actions (e.g., respond to an important email or a new LinkedIn contact). Every so often, though, I accidentally tap the Clear All button and it's frustrating to lose those reminders. Is there a way to disable or remove that button?
(I saw where it want away in the past and people found a way to add it back. I want to do the opposite of that.)

Welcome to Android Central! I would guess that the phone would have to be rooted. Xposed Framework might let you modify that particular option.
