Can you flash a Mod to the Stock ROM?

Just curious (with a noobie type question) .... Normally I've been flashing custom ROMs - and MODs to those ROMs.

Is it possible to flash a MOD to the stock ROM that comes on the N4? I really like/want/need to have text% for the battery indicator in the notification bar instead of the battery icon. But I'm not sure when and how good the custom ROMs will be at first.

So.. I wasn't sure if we could flash that MOD over the stock ROM - or if it has to be a custom ROM.
 
Usually not, because mods need to be applied to a deodexed system, and the stock ROM is always odexed.

Sure thing. You can also make yourself a note that any AOSP ROM is deodexed by default, as AOSP is never odexed. But the system we receive is indeed odexed.
