Canadian Note 7 Exchange Program Vs USA

When I signed up in Canada it said they would ship the new Note 7 out to me and then I would ship the recalled device afterwards. But I hear Americans talk about how they have to hand in their device first... Is this how it works?
 
While you may NEVER have a problem, the safest course of action with a recalled and potentially dangerous product is to stop using it. Here in the US most carriers are replacing the Note 7 with your equivalent phone of choice WITH the right to replace again when the new Note 7s are ready. Also most are offering full refunds if the customer desires.
 
Seems there are 25000 units in Canada so I imagine this is easier to manage a device for device exchange.

Probably so, that and US people are more picky and demanding in general. (I'm US BTW so I'm NOT speaking as an outside person, just being honest ;) or my opinion anyways)
