For my Galaxy S7, does anyone know of a way to cancel a download from Chrome? Force stopping the download manager doesn't work, as it just restarts itself and continues. Disabling the download manager stops it, but the same download resumes after I enable it again. Can anyone help?

Have you already tried force stop and then clearing cache and data for the Download manager in settings - apps?

1) Turn off Wi-Fi
2) Swipe down to see the now paused download in the notifications.
3) Swipe right to clear the download.

Now when you turn Wi-Fi back on, the download will not restart. However, if you never closed out the Chrome browser page that started the download, then when you go back to it, the download may be re-initiated by the web page.

Simply go to download manager and click on force stop, then click on clear cache and clear data.
In Android 6, you may don't see clear cache and clear data, don't worry, simply click on Storage text and then clear cache and clear data.
App-->Settings-->Applications-->Application Manager-->More-->Show System Apps-->Download Manager

its so simple
in android 6.0 or greater we cant see download manager on app settings
so to cancel the download
go to file manager and deleat the downloading file ...100% working
