Cannot connect S5 to laptop

[AC Question]

On my S5 when I go to the bluetooth settings I see that my laptop is paired to the S5 but when I click on the laptop (on the S5) the entry for the laptop grays out for a few seconds then is bright again but no connection is made. I attempted to with the USB cable, on my PC I can see the phone and access the contents of the phone. I also attempted to connect via Wi-Fi from the PC to the Phone but could not.
