Cannot get Google voice 'always on' - Nexus 6

Hi , I am having trouble getting my Google voice to switch on its 'always on' mode. This allows me to ask"OK Google" when the phone is locked. My issue is I switch the feature on and it wants me to say "OK Google" 3 times to get my voice recognised. However whenever I say it, the phone just says "extra noise detected, try again." This was done in silence and tried many, many times at various distances. "OK Google" works fine when the phone is unlocked and I don't see why this wont work for me. My fiancées nexus 5 did it first time without issue. I have tried booting the phone in safe mode and cleaned out the mic area and still had the same issue.

Phone is Motorola Nexus 6 - Android 6.0.1

Any help would be appreciated. Thanks.

Do you have the latest update to the Google app? Double check in the playstore. Reboot after updating
