Cannot place songs on YouTube music playlist

I am trying to create local music playlists on my phone. I can create a playlist but, when I try to put a song on it, there is a padlock beside the list and I get an error.

I cannot see a way to correct this as editing only lets me change the playlist name or delete the list.
