can't charge from run down battery....cycle on and off loop

This is insane. The tablet ran down and powered itself off. I plugged it into the charger. Now it keeps turning itself on and off every couple of minutes, never getting up past 4%. It won't say off and won't stay on. I shut the wifi off and put screen on dim figuring it won't use much power, but it still won't charge. Any ideas??? tx
