I have tried to delete the pictures in gallery, file manager, Astro and even taking the SD card out and hooked it directly up the computer (SD card slot) and deleted them. As soon as I put it back in the phone, the files are back.

The only picture sync I had was Verizon cloud, which I disabled before this started to happen. Nothing else is syncing picture files.
It sounds like the fuse is blown so to speak and it's read only. It happened to me, and it only looks like they are deleted. Delete them with a PC, take the card out and put it right back in the PC. If they are back the fuse is likely blown, you can double check by copying everything from the card to a folder on your PC desktop (so you can copy back if you get the card working), format the card, it will look blank, take the card out of the PC and put it right back in, if all your files are still on the card it's read only, if it's a Sandisk I know you can not fix it at this point, though they will often send you a new one if you contact them.
