Can't disable pin after removing exchange account

Added work exchange account, allowed it to have device admin and set up a pin. Removed device admin and the exchange account and the security setting is still acting like exchange rules are in place with every security option greyed out but pin and password.

Anything I can clear/do to fix this?
 
Edit... Scratch the above. Everything is greyed out in security options except PASSWORD, even though my exchange policy allowed for pin or password and I chose pin... Wtf

Only administrator is android device manager. I don't have my phone encrypted and I have no SD card in the phone.

Did you encrypt the phone or the SD card? If not, see if there is anything else checked under device administrators.

I did have to encrypt the SD card as part of the exchange policy, but I later formatted it and removed it.

Only android device manager under device administrators.

Tomorrow I will try reinserting the SD card and see what happens.
 
Figured it out. For some reason SD card encryption was still turned on even though there was no SD card in place. I inserted an SD card, added then removed SD card encryption, and it's working now.
