Can't download photos onto my phone from emails, texts, etc.

Galaxy S9+, everything current and up to date as far as software. Suddenly I cannot download photos or anything onto my phone from email or texts or anything. I can't even preview them.

Tried force stop on download manager, have rebooted my phone many times, apps are all up to date as is software. I'm missing something obvious I'm sure.

I can open it. Even went through and deleted some things but my memory is not full

Try reset app preferences.

To do that go into settings >apps tap>3 dots upper right corner tap>reset app preferences
See how that goes.

Ok, just did that and it's seems to still not be working. (Someone just emailed me an image and mp4). when I attempted to download I got the little icon at the top of the screen for a second but it went away and the files are nowhere to be found.

OK try this, setting >general management >reset >reset settings, it will put home screen back to stock but see if that helps

Clear data/storage for the Download Manager and restart the phone. You can also boot in safe mode and see if the problem persists.

Are you using an SD card to store your media files?

It's doing it again!!!! This is beyond annoying, this phone is barely over a year old and I'm about to throw it out a window. I've NEVER had as many problems with a Galaxy as I've had with this one.
I reset everything and it's working, which happened last time. but I absolutely cannot keep resetting everything on my phone every couple of days. THat's ridiculous and WAY too much work just to do something I should be able to do anyway.
