When I click on Build number on my phone, developer options don't come up, so I can't enable developer options.
My phone is a Bliss B1

Welcome to the forums. It's possible that whoever made the phone altered it so that developer options can't be enabled.

Why do you need to enable developer options?

I would guess that the phone is actually on Android Go, which is a pared-down version of Android for low-spec budget devices. Dev Options should still be available on Android Go, but it's also very possible that Bliss made some significant tweaks to the OS to block Dev Options, as Golfdriver97 mentioned.

To review, you have a phone that most likely has a restricted version of Android. Trying to modify it in order to install apps (if that's even possible) would require significant tinkering, which will be beyond the scope of this forum in all likelihood. Sorry!

Here are a few things you can try:

  1. Double-check the steps:
Go to Settings → About phone → Build number and tap it 7 times quickly. You might need to enter your PIN or password after that.
  2. Try a different menu path:
On some devices (especially lesser-known brands like Bliss), the Build number might be under Settings → System → About phone → Software information — try looking there.
  3. Search manually:
In your Settings search bar, type “Developer options” — sometimes it’s already there but hidden until you enable it.
  4. If all else fails:
It might be a software limitation or bug on the Bliss B1 firmware. You can try checking for a system update or even contact Bliss support to confirm if the option exists on your model.

Some budget or region-locked phones disable developer options completely, so that could also be the case here.

If you’re trying to enable USB debugging or ADB, there might still be a workaround via ADB commands from a PC — but I’d check the official Bliss B1 site first just to be safe
