Question cant enable developer options

When I click on Build number on my phone, developer options don't come up, so I can't enable developer options.
My phone is a Bliss B1

Welcome to Android Central! Assuming you mean this phone (https://www.blissphone.com/), it doesn't look like that's a fully functional Android phone, but rather a featurephone. Can you show us any information that confirms it's an Android device?

Yes this is the phone I was talking about.
It says that the android version is 8.1.0.

Welcome to the forums. It's possible that whoever made the phone altered it so that developer options can't be enabled.

Have you tapped the build number 7 times? What message did it say if so afterwards?

I would guess that the phone is actually on Android Go, which is a pared-down version of Android for low-spec budget devices. Dev Options should still be available on Android Go, but it's also very possible that Bliss made some significant tweaks to the OS to block Dev Options, as Golfdriver97 mentioned.

That's a good question, I'm not aware if anyone would know try XDA Forums as they are more geared to that stuff

I'm trying to install and open apk files, but my phone just supports txt or html files.

To review, you have a phone that most likely has a restricted version of Android. Trying to modify it in order to install apps (if that's even possible) would require significant tinkering, which will be beyond the scope of this forum in all likelihood. Sorry!
