Can't Find "OEM Unlock" option in developer mode

[Android Central Question]

So I have an old, used Verizon HTC Desire 626 from 2015 that I'm trying to root. I've factory reset the thing, cleared the cache via recovery mode, etc. I called Verizon and they assured me that they hadn't removed the OEM option or blocked it from being unlocked. They even suggested I come here and ask around in the forums lol. I can get into developer mode and enable "USB Debugging" but I can't seem to find the OEM Unlock option. This is preventing me from obtaining the OEM token from htcdev.com. Also, I'm told "fastboot" is sometimes needed to unlock the OEM, but I also do not have that option when I enter the "bootloader" menu or from my battery settings. When I run the token command it gives me this

"(bootloader) [KillSwitch] : /dev/block/bootdevice/by-name/frp

(bootloader) [KillSwitch] Last Byte is 0X00, disable unlock

(bootloader) [KillSwitch] oem unlock Turn Off!"

Any help would be appreciated!

There was no OEM Unlocking option on my Moto E, but it didn't stop me getting the bootloader unlock code from Motorola.
Why is it required for an HTC code?
