"Can't open file" when trying to open downloaded files?

I've gotten a PDF file from a detention center which I need to open. Cant open so I saved on drive and I can look at application but can't fill out. I went to info and it stated it was a word document. How can I get this open helppp!!. Uploaded a lot of PDF readers but it never showed my PDF file at all, but I can only save to drive still doesn't help. I'm doing this off my phone What do you think?

Download Word from the app store, it's possible to read and modify any document from your phone.

My Galaxy S4 running on 4.3 will no longer open downloaded files. When I go to Downloads and touch the screen 'can't open file' appears despite the fact that I have Acrobat Reader installed in respect of pdf files and another viewer for other formats. This problem appears to have started in the past month. There is no problem so far as attachments to emails which open fine, its just files downloaded from websites.
Any ideas?

I am having the same problem with my LG G3. I did notice that only the pdf files i download on my mobile don't open, the ones that I download on my laptop and then transfer to my mobile via a USB cable, have no problem opening. So.....that might be a possible temporary solution.... I now download pdfs on my laptop and then transfer them to my mobile....if anyone has a better solution, please let me know.

To all that are Android users I will tell you how I solved this issue. I recently did a reset on my phone due to the purchase of phone I realized is lacking internal storage. After I disabled apps that weren't being used to save space. I noticed since disabling items I was no longer able to view downloaded files as you all are experiencing. Go to settings click on apps click on "Drive" to ensure it is enabled. You should know lots of programs run through Google Drive & run properly because of it. I have no further problems opening files. Hopes this helps.

On my lenovo A10-70 tablet the brightness keeps fading. And I have to keep changing in display settings. What am I doing wrong?

Also can't open downloaded files?

Check to see if your settings are set to battery saver. If you noticed that your lighting changes when your power is low then you need to adjust your settings and take off the battery saver. The feature usually adjusts the brightness and also disables certain apps from running to conserve power. As far as your downloaded files, if your tablet is an Android tablet go into your settings click on Apps then search for "Drive" app and check to make sure it's enabled. If not do so and you should be able to open files. Lemme know if this solves your problems.

So it appears android is trying to open a PDF with an app that doesn't support PDF.

The way I figured out which app was to close all my apps. Find the file in the file system, open it, then look at what apps had opened.

In my case Dropbox was suddenly sitting there.

So I went to settings apps Dropbox and cleared defaults.

Then I went to downloads, tried to open the PDF and it started asking which program to use.

the issue is with the Samsung DropBox app. Kill the app, take away permissions and yr back in business

I tried to download the Kroma theme for Geak Launcher from the deviantart website. The download was complete. When I tap on the notification. It won't open but several seconds after it said "cannot open file." This is a RAR file. BTW. I have an iPad and a Samsung Galaxy Tab E Lite. BTW.
