cant rate & review apps

Im logged into my playstore account however I dont see rate and review on apps in the playstore. However, when I downloaded this app I seen rate and reviee but when I went to the candy crush app ans handcent app I see nothing.

Google or Google + ? As part of the Master Plan for World Domination While Not Being Evil, we are all now required to join Google+ if we want to rate and review apps in the Play Store. I can't even see my own reviews that I wrote before this ridiculous requirement was put in place.

^^Essentially what they said. I have two gmail addresses but only one has a G+ profile. I can't leave reviews under my other account because I never activated G+ with that one.
