Can't receive picture messages

It seems I can't receive picture messages from iPhone users. It just shows up as a grey box with a red triangle in the middle. This happened on my s3 before also. Any ideas?

You have your mobile data (3G/4G) on, right? Photos can't be sent by messaging over wi-fi or voice signal.

Yes it is on. I've checked all my messaging settings. I can get pictures from non iPhone users
