cant send/receive mms with mobile data turned off

Android devices require mobile data to be on in order to send or receive MMS. If you receive a message with a photo or video and you don't have mobile data on, you'll get a message telling you to turn on mobile data and to tap the message to download now.

This has been true of Android smartphones since they first came out...Just in case you were thinking of switching to a different device because it annoyed you. I believe this is true of all smartphones, but someone can correct me if I'm wrong.
 
I have tmobile. My boyfriend can do it on his phone but not android. I could have sworn i could do it before. Oh well.
 
I believe on T-Mobile you must be using the WiFi Calling feature in order to do MMS over WiFi. Sprint/VirginM have supported MMS over WiFi for some time (necessary for Google Voice integration). ATT and Verizon cannot.
