Can't send text messages even when connected to wifi

I don't understand why I can't call or send a text message when connected to Wi-Fi. I can get on the internet though! Why is that?

So you don't have the phone setup with a wireless carrier?

Text messages don't use wifi and wifi calls will only work with a VOIP application.

What is VOIP application? I think I might have figured it out. If I could remember the next time I'm at my sister's house or anywhere else with wi-fi, I think I need to have "Data" turned on, too.

Well, I think it's set up with MetroPCS. Isn't that a "carrier"?
