Can't transfer files from Android phone to PC

Android Central Question

I used to be able to plug my phone into my laptop via USB and Windows File Explorer would show the contents of the phone. That no longer happens.
I have also tried to view files on my phone by using Device Maintenance -> Storage and there is supposed to be an Explore button/link but all I see are 5 group of user data (Documents, Images, etc.)
Any help would be appreciated.
 
Samsung Galaxy S6 Edge+. After connecting the phone to a USB port on the laptop and swiping down, all I see is a charging notification.

Are you able to tap the notification ? It should bring up more options to change from charging only to transfer files ..
 
If I tap the charging notification, it brings up the Battery screen where I can adjust power saving mode, App power monitor, and Sleeping apps. I don't see anything regarding USB or transferring files.
 
Accessing the phone internal storage or the SD card still works fine for me with Samsung A21 on Android10. Able to see all the files using Windows Explorer like normal.
