Change Phone or Provider?

So Rogers is continuing to have problems with the S6 5.1.1 update. It was so bad on my phone - whether the VoLTE was on or off - that I had to reactivate the SIM from my S3 and use that phone. At the time, Rogers said it would only be for a day or 2 before the issue was resolved. Well, that was 12 days ago. Understandably, I am frustrated. I have this fantastic phone, but can't use it.
I told Rogers that I would wait a couple more days, but if the matter wasn't resolved, I wanted a different solution.
My question is this: if I change phones, what should I get? I prefer Androids, but is there one that seems on par with the S6? It seems the S6 camera is the best by far. A good camera is important to me. Should I switch to the latest iPhone? A different Android? Any suggestions?
And can anyone explain to me why Rogers is having this issue but other providers aren't? Because if they still have not resolved the issues they got when Samsung updated to S6, who knows how long I'd have to wait if I chose to stay with them and this phone...

Is your phone carrier-locked? It sounds like the issue is from the carrier, so if you can take your phone to a different one you might have better luck.

As for other phone, the new Nexus 6P has gotten pretty decent reviews on it's camera.
