Is it from 0 to 7 hours in 15 minutes, because when I plug my phone in with 30% it charges rapidly but takes like an hour to get to full.

They're saying 15 minutes of charging will provide an additional 7 hours of battery life. Based on my unofficial test, the Pixel XL charges at approximately .59 mAh per second (which is approximately 1% per minute), and in 15 minutes would then gain around 530 mAh which is 15% battery life.

This right here. I actually just did a test on my phone yesterday. I drained it to 25%, then timed a 15min quick charge and checked the battery. It managed to charge up to 46% in that time.

Don't forget. Usage time is NOT sot. 7 hours of use could be less than an hour of sot.
