Google Play Music is both! Plus I can access the store, my library and play lists from my IPad, Android devices and Windows laptop.

I love my Google Play, I just wish my tunes defaulted to my storage, instead of the cloud. More like a anyplace you purchased music and you get a copy on your device by default. Having to download for offline listening per song is kinda lame. I hope a future update enables a setting where you can have your library default to mobile on board storage! That said, it is a small gripe, and I can deal with that.
