Clicking "Delete" or "Mark as Read" on various notifications does nothing

[Android Central Question]

I'm have Android 9 on a Nokia 7.1.

Periodically, quick actions on notifications for Email (Outlook and BlueMail) and WhatsApp. For example, if I click Delete on a quick action, nothing happens. The notification doesn't clear and the message isn't deleted.

This doesn't happen all of the time though, it seems to happen at random.

Has anyone else experienced this and know how to fix it?

I usually get those errors (like quick replies not actually going through) when I start an action and then a new notification for the same app comes along. Only noticed in Telegram and Whatsapp, though...
