confused about three Google apps

My Tablet is a Nexus 7 2013 WiFi. On it there is Google Hangouts, Dialer and Voice. The purpose was to be able to text and use WiFi to make phone calls. Are all three still required? I thought there was an update to Hangouts which consolidated some of this. Anyway, am I on the right track to be able to use Hangouts to text and call out on, on this wifi tablet? Also, it seems that when I text on my Nexus 4 using Hangouts, why don't those texts show in the Tablet Hangouts?

Not sure about hangout but if the texts are not syncing go into account settings on both phone and tablet go to Google account and make sure texts is checked
 
You can connect your Google Voice number to Hangouts Dialer. It may be that the Google Voice app is still beneficial to see your transcribed voice messages, but the app reviews on Google Play suggest that Google is slowly abandoning that app in favor of Hangouts.
