Connect USB to Serial Microcontroller

I have a USB IR TOY 2 from USB Infrared Toy - DP
I got it connected to my phone with a OTG cable.
I have even got my app to see when I connect the device to my phone and launch my app when it is connected.

I have no idea how to send data to the device, I am trying to send something like
Device Code: 7 Function: 153 "On" = hex code 99
