I would agree with the above observation based on my experience. The trigger isn't necessarily when the phone is in a low or no signal state, but rather when it transitions between two low signal states. It could be something about being on the border of low and no signal, somewhere between low and roaming.

... with the additional challenge that sometimes the other capacitive buttons won't work at all.
It was not an issue when I was on GB, but started after I upgraded to ICS.

Hi everyone, I had the same problem in the past. There is a setting (at least in the ROM I'm using aokp build4) that allows you to adjust screen sensitivity. I set it at 100 % I haven't seen the problem since. Somebody give that a try let me know if I just got lucky or if it helps your problem too.
