Convert photos to home screen icons

Galaxy s10 edge. How do I convert phone camera pictures to icons that can be viewed/moved around on the home screen?

Do you want to customize the app shortcut icon for an app with your photo, or do you just want a small version of the photo to display on the homescreen?

Option 2: a small version of the photo. If possible I would like to be able to expand/enlarge it by touch.
