i am Not in an eligible country for CORTANA APP... If create a USA GOOGLE ACCOUNT can install it?

You should be able to if your Google Account is created in the US, BUT some apps place further restrictions and you can't download them unless your IP matches the country (most apps do this, BTW). Some pickier apps go a step further and won't let you download them with just the IP as they'll also require the GPS information to match.

You can try. Worst case scenario you have an extra Google Account.
