When I sign into Google on my Lap top it says I have no devices registered such as my n4 or my lap top but it does not tell me how to register them?

Next how can I use android device manager if Google says I have no devices registered. It says registered when I access device manager from my phone but what good is that?

Cerberus is accessible from a windows 7 lap top isn't it or from any cell phone or computer so you can track it wipe it etc.?

Yes, you can use cerberus for the same purpose.
