CPU usage never goes below 30%, why?

For the future, I suggest using Elixir2 for looking at CPU issues. It has a "top" screen built in and you can add a little CPU meter to the task bar to keep an eye on things. It does a ton of other stuff too. I find it invaluable to seeing what's actually going on.
 
I am having similar issues. I have a Droid RAZR on ICS, using Chrome. I also have Watchdog lite. I get 40 or 50 alerts indicating that G+ is overusing the CPU. If I kill G+ it starts back up in seconds. Any suggestions?

I contacted "Google+ Help" account in Google+ a couple weeks ago about this same issue. They said it's an known issue and no fix is known yet. They said people downgraded to the previous version of the Google+ app and that "fixed" it.

I tried that and it worked (ie CPU alerts from watchdog stopped). I've not checked if they have fixed it yet.

I'm pulling my hair out trying to figure out why my CPU usage is so high. I'm losing about 10% battery every 20 minutes so I can never be too far away from an outlet. The phone constantly stutters, especially when scrolling through anything.

I downloaded a usage monitor app but it isn't helping at all. Apparently the CPU hogging app is hidden! See for yourself:

Exchanged my S III for a new one but it also has the same problem. I've uninstalled all unnecessary apps and removed every widget from my home screens but that didn't fix the problem. Even after a fresh reboot the CPU still hovers around 10-20%, with constant spikes into the 50s.

I'm new to Android but this doesn't seem normal at all. Help!

U don't need any task managers or task killers android handles all this out on its own my ram is always at about .94gb as far as tha battery loss check out wut apps u have open, Check ur 4g lte if u have it, turn on ur power saver and turn off ur wi-fi, bluetooth etc...
