Cropped wallpaper still not displaying correctly

Ok, I've searched and scoured the internet and I can't find an answer as to why when I try to set a static wallpaper it will only cover the top 2/3 of my home display? Live wallpapers display fine -that's what I've been using since I got the phone a few months ago, but it's killing my battery. I have cropped the images like it asked me to, I've tried resizing myself, and I've even downloaded resizing apps. But no wallpaper displays on the bottom 1/3 of my screen - including the stock backgrounds. There has to be a setting somewhere. What am I missing here?

Nevermind. Apparently an app I had downloaded was jacking up my display. I did a good clean - up and it's working fine now!

What app? Because I have the same problem and can't find the solution for my missing "Cropping outline" function when choose a wallpaper.
