Custom ringtone?

I am trying to add a custom ringtone for my 3XL. I do not see the "+ Add Ringtone" as shown here. https://www.bestusefultips.com/set-custom-ringtone-in-android-oreo/

Where do I put the media files and in what format must it be?

In the internal storage there's a folder for notifications for text tones. ogg format for text tones. I'm using m4a for ringtone's and those just go in the ringtone folder.
