Debugging issues, Smashed Screen, Cant turn on, Cant enable required elements for sync to pc

I have a HTC Velocity 4G x710b, The screen is smashed, phone wont turn on, I can hook up to a pc and see there is a connection awaiting me to enable certain features on my phone to create a successful sync, however as I can't turn my phone on, enabling these features is IMPOSSIBLE.
Can anyone help me, overcome this issue?
I cannot find word to do it justice to say how precious some of the data in my pics and videos are, nor the nearly 3000 text messages from my ex are to future court proceedings..... PLEASE, IM BEGGING FOR HELP!!!!!!!

When you get the phone to power on does your computer not see the storage in Windows File Explorer?

No, I See nothing. When I connect it via usb cable to the computer it says, I must enable Debugging in the developer options.
im contemplating Hacking the phone but as I cannot turn it on, I can only see that the phone and computer connect (awaiting me to confirm connection) im unsure weather this will work either
