default geo location setting in Android

I'm curious to know if an Android licensee like MOT, LGE, Samsung can set the default position/location technology used by an Android application in their device from the default(Google's WPS?) to their own? I guess the question comes down to, "Does Google mandate the use of their own internal position location technology to Android licensees?" thanks for anyone's insight into this one!
