Delayed Inbound Text Messages

Switched to AT&T a few months ago, noticed several times that inbound texts arrive hours after they are sent, but texts sent from my phone arrive to the intended target in real time.

APNs were adjusted as advised by AT&T tech support, the only fix is to power off and restart.

Phone is a Moto G4 Play XT1607, replaced phone and sim card with the same result.

Anyone else experiencing this?
 
It normally bounces between -84 and -107.

Haven't noticed any issues with the 4G LTE at any of those times.
 
Both my girlfriend and I are missing some group text messages. Sometimes they show up on my phone the next morning, sometimes not at all. We are on Sprint and she has a S7 and I have a Nexus 6. She was using Textra and I'm using Android messenger. So the only thing we have in common is Sprint - and you are on AT&T so it might be Android and not the carrier. This only started happening in the last week or so. I cannot find any fixes.
 
FWIW both of my phones were running Android messenger.

Quick fix is to turn on airplane mode, restart your phone and turn off airplane mode. Missing texts arrive within a minute.

SMS messaging is supposedly not a guaranteed messaging service.

I come from VZW and BlackBerry so don't know of any missed messages before switching to AT&T.

I'm considering going back to BlackBerry on AT&T since this Moto is so hit and miss.
