Try some of these tips here especially adaptive network on pixels , and for my Samsung people we don't have this try toggle off WiFi power saving mode under WiFi intelligent settings I'll leave a screenshot for that.

I've got all the same settings for Samsung, and I don't have any delayed notifications.

Same , I know few members had issues it sounds like network power save mode for some of them because as soon as you open the phone they come flooding in and only time I see that experience like a phone with no connection then u first connect it to WiFi or mobile they come in like crazy

Yeah, I never use any power saving.
