Deny Permissions Without Rooting

I have a question: It's hard to decipher from apps that claim "NO ROOT REQUIRED"...Bottomline, is there a way to deny app permissions without rooting? If so, please explain! Thanks for your help!

To my knowledge, you need root access to change those.
