Device Locked?

So I booted into Recovery menu (pressing power and volume down) and I noticed that in the menu where it gives you all the info under green battery indicator it says device locked. I bought the phone straight out from T-Mobile and use it on AT&T so I know it unlocked, I'm just curious it says its locked.

They are SIM unlocked, so you can use them on whatever network you please. However, they do come with a locked bootloader, so if you're looking to root you will need to unlock it prior.

OK. Thank you. I don't root but was confused when I saw that.
One other question, I saw that there is a T-Mobile 5.1 update rolling out but does that come to my phone even though it's on AT&T or will it be the update from Google?
